BWC Rebate Program

The Ohio Bureau of Workers’ Compensation (BWC) enrollment period for their Safety Council Rebate Program is July 1, 2019 and ends on July 31, 2019. This Program is offered to employers who are not self-insured or state agencies. This year’s Program is also open to employers who are enrolled in either a group-experience rating program or a group-retrospective rating program. The Safety Council Rebate Program runs from July 1, 2019 through June 30, 2020.  Your Semi-Annual Report Form for the first half of 2019 is due by July 31, 2019. Form must be completed and submitted to our Safety Council office by July 31, 2019.

BWC External Training Guidelines

  • FY20 rebate-rebate eligible employers may earn credit for up to two of the ten required meetings through attendance at BWC's Division of Safety & Hygiene (DSH) safety training courses or industry-specific training.

  • It is the employer's responsibility to submit external training certificates to the safety council sponsor as they are earned, no later than June 30, 2020.

  • Upon submission by the employer, the safety council sponsor will send a copy of the external training certificate to DSH. If the external training does not meet the appropriate criteria, employers will be notified immediately.

  • The employer name and BWC policy number should be noted on the certificate.

  • External training certificates received from the employer beyond the June 30, 2020 deadline date will not qualify for rebate eligibility credit.

Group Rating Safety Accountability

The Ohio Bureau of Workers' Compensation, BWC has requested that I provide our members with their letter regarding Group-Rating Safety Accountability. This letter contains information for those who are currently enrolled in either their Group-Rating Program or the Group-Retrospective Program and for those employers who may be considering enrolling in either of these Programs in the future.  These BWC Programs provide another opportunity to eligible employers to obtain a reduction in their Workers' Compensation premiums and at the same time work with the Safety Council and Frank Gates our TPA to improve safety in their workplace.  If you have questions or would like additional information about these Programs, you may contact our office at (216) 621-0059 or by email at
